We will reduce the ability for Graduates to remain in the UK after their studies to a period of 18 months. The Government will explore introducing a levy on higher education provider income from international students, to be reinvested into the higher education and skills system. 1. Tighter compliance rates for universities = course enrolment (95%) and course completion of (90%) to meet sponsor licence conditions
2. New Red-Amber-Green system to be made public to see which universities are close to those thresholds
3. 30% of asylum claims are from visa holders – with students accounting for 47% of that number. Asylum claims also growing as students come to end of Graduate Route visa rather than in response to geopolitcal events
4. Standard qualifying period for settlement to be extended to ten years – double the equivalent time for the US!
5. Sponsoring institutions must demonstrate that they are considering local impacts when taking its decisions on international recruitment in annual CAS quota request
6. Innovator Founder visa to be reviewed to ensure that it supports entrepreneurial talent currently studying at UK universities to move into the visa so that they can build their business and career in the UK
7. Agent Quality Framework to be mandatory for all institutions
8. ELT short-stay sector accreditation bodies will be reviewed as currently 48% of visas for these pathways are refused
9. English language requirements will be raised for skilled workers, and workers where a language requirement already applies, from B1 to B2, in accordance with the Common European Framework
10. UK will start to trail facial recognition technology to speed up border queues later in 2025.
